People can ask to be a mod then voted in ? 

And maybe only allow people with a certain level of access to apply and vote , so you weed out the obvious shill/ simps .

Also someone who is actively using the site would be a good choice .

What are you uploading or sending your private information all over this site? If not, you are fine.

IP addresses dont mean shit, no one can do anything with them, they change constantly, and different people can have the same IP address.
