Quotes cannot be deleted.

1 - user has ability to deleted every post (but not full threads they start)

2 - user cannot delete posts (unless they delete every post manually)

For the men that are cheating, I am sure they wouldnt want evidence of their accounts left over, if they had to delete

I don't disagree with that, however it's something you should still consider because this website DOES leave behind a trail of postings PLUS the user name

Curious if the manual delete option would allow them to delete threads they start?

And good point about the quotes not being deleted. I didn’t think of that initially when it comes to users wanting their accounts nuked 
I believe it’s that way on other boards too from what I recall

Is there a way to just nuke the user names from the quotes?
